Start with what you want your document to become. Combining files, selecting pages and converting pages to images are different jobs; choosing the right operation avoids unnecessary quality loss.

Combine several documents
Use the PDF merger when you already have separate PDFs and want one file. Arrange the files in the order you want them read. If you only need part of a document, extract those pages with Split PDF first, then merge the results.
Choose Split PDF to extract selected pages, split by ranges, or make one file per page. This copies PDF pages rather than turning them into pictures, so it is a better starting point when you want to keep selectable text.
Use PDF to JPG to make page images for previews or presentations; the tool also offers PNG output. Go in the other direction with Image to PDF when you have photos or screenshots to put into a document.
Rendering a PDF page as an image does not extract editable text. Putting a photograph into a PDF does not automatically make the text in that photo searchable.
Check document restrictions
Read each tool's supported-file notes before working with password-protected PDFs, interactive forms or digital signatures. Rewriting a signed PDF can invalidate its signature. Keep the original file.
